ANNUAL PARISH MEETING

 

Minutes of the combined Annual Meetings of the two Parishes held on

Tuesday, 14 May 2007, at 1900h in King Edward’s Hall

 

 

Present: Councillors: A. Bowditch (AB) (Chairman); T.Mousley (TM) (Vice Chairman); J.Guy (JG); L.Bowditch (LB); J.Bundy (JB); A. Mavrogordato (AM); E. Dowding (ED); L.Koetser (Clerk); Councillor N.Whiteley; Councillor M.Woodhall; J Gimpel, West Dean Parish Council; D Lyon Footpath and Tree Warden and nine members of the public.

1.      Minutes of Council Meeting held on 8th May 2006

 

These were signed by the Chairman, Councillor A. Bowditch, at the monthly meeting of the Parish Council held on 12 June 2006.

 

2.      Report from HCC (Cllr. M. Woodhall)

 

Cllr Woodhall thanked the Council for it’s involvement with the County Council and congratulated the villagers and councillors for their pioneering efforts to make the village shop a success.  The major achievement this year is the extension and refurbishment to West Tytherley School.  HCC is now putting only twenty percent of our waste into land-fill sites, the remainder being recycled or going to energy plants. HCC has plans to eliminate land-fill within ten years.  Councillor Woodhall pointed out that care of the elderly was increasingly taking up the lion’s share of the budget and HCC has also made a large contribution to the care of handicapped children in Hampshire.  HCC will continue to maintain the highways; due to weather patterns there are some years when the roads require more repair work than others.  He pointed out that the parish was served well by the police and fire station at Stockbridge and that this is a very low crime area. 

J.Guy asked if HCC would contribute to the Hampshire Air Ambulance Charity,

Cllr Woodhall confirmed that no plans were made this year but there may be some allowance incorporated into next year’s budget.

Cllr Woodhall was asked if there would be funding from HCC to repair the flint wall at the church; he confirmed that next year there may be an allocation of funds for this repair work.

 

3.      Report from TVBC (Cllr. N. Whiteley)


Cllr. Whiteley thanked the Parish Council members for their support throughout the year and especially D. Lyon the previous Parish Clerk. 

Cllr. Whiteley announced that the council would be taking a look at property bands in the Test Valley area.  Concessional travel was still a requirement in the parish and

Cllr Whiteley would endeavour to press for more funding for this and he would like to reintroduce the token system that other borough councils have adopted. 

He thanked J. Guy for efforts to bring the Air Ambulance to everyone’s attention and will aim to programme some funding into the local budget for this.  

He reported that the traffic light system for dogs in public areas had been very successful and a popular method of dog control for all concerned.  Following a question from a member of the public about rural policing levels Cllr. Whiteley pointed out the amount of policing in the parish was ample for this low crime area.  He reminded the council of the new no smoking laws that will begin on 1st July and confirmed that he would continue to keep the parish council updated with the borough plan and the brown line issue.

There being no other business the Chairman then closed the Annual Parish Meeting and invited those present to, after refreshments, to stay on for the monthly meeting of the Parish Council which would follow shortly.
