Minutes of Council Meeting held on

Wednesday, 10 October 2007, at 1930h in King Edward’s Hall

 

Present: Councillors: T.Mousley (TM) (Vice Chairman); L.Bowditch (LB); J.Guy (JG); J.Bundy (JB); A.Mavrogordato (AM); E.Dowding (ED); L.Koetser (Clerk); Cllr N. Whiteley (NW) and three members of the public.

OPEN FORUM

 

1.      Minutes of Council Meeting held on 10th September 2007

 

TM announced two amendments to the minutes as follows:

Item 10.2 should read: Andy Page will provide a quote and TM will contact Matthew Rowe for and second quote. 

Item 11.2 should read: AB said he had reported overgrown footpath (no.3) leading to Strides Farm on HCC highways web site.

It was proposed by JG and seconded by LB that these be signed by the Vice Chairman as a true record of the meeting.

5.      Report from TVBC

 

5.1.   NW reported that MW had offered £300 out of the £10,000 of discretionary budget to the Parish Council.  It was agreed that the money be donated to the football club and be used to repair the showers and changing rooms to complete the refurbishment of the pavilion.

5.2.   A member of the public asked NW when the issue of the Brown Line would be considered by TVBC, NW confirmed that the Brown Line idea had been pushed aside whilst other areas in the Test Valley are being developed.

5.3.   JG asked NW when the next housing needs survey would be NW said it should be undertaken every three years so the next one is due at the end of this year.

5.4.   NW said he would contact MW about repainting the white lines on the roads in the Parish that seem to have been overlooked.  Action NW

5.5.   LB reported that there was no longer a brown recycling bin for cardboard outside the village hall; NW said he would enquire at TVBC to make sure one is installed.  Action NW

 

6.      Correspondence

6.1.   Mrs Grantham-Wright wrote requesting a donation for the Lockerley & West Tytherley Over Sixties Group.  The Clerk reported that last year the Parish Council donated £100 and the same figure had been included in the annual precept.  Members of the Parish Council voted to donate £100 this year; AM proposed and ED seconded that a cheque was written by the Clerk.

6.2.   Mrs Jane Rimmington, from West Tytherley Primary School, emailed a response to the complaint made about parents parking outside the school, next to Coopers Track.  Her email explained that the school had requested that a feasibility study be carried out by a member of HCC and they had recommended the use of the “Twenty is Plenty” scheme in the village. 

AM said he would ask Norman Bragg, the Farm Manager at Norman Court Farm, if cars could be parked along Coopers Drive. Action AM

AM said he would also contact Jane Larner, from the Village Hall Committee, for her views on parking around the hall.  Action AM 

ED said that a proportion of the traffic through the village was for Norman Court School and if the Norman Court School bus would reduce its fares then may be more children would use this service.

TM suggested that the parking issue should be discussed at length at the next Parish Council meeting. 

7.      Finance & Cheques

 

7.1.   It was proposed by AM and seconded by LD that the following cheques be signed:

8.      Planning

8.1.   NW reported that the Stud Farm application for the new stables was agreed but the two appeals for a house would be considered by the Planning Inspectorate at Bristol and these may not take place for a few months. He would keep the Parish Council updated about this.  Action NW

9.      Recreation Ground

9.1.          TM reported that further work was required to repair the showers in the football pavilion.  Matthew Rowe will provide a quote and TM would contact Andy Page for a second quote.  Action TM

10.   Highways & Footpaths

10.1. A member of the public reported that a drain cover had been pushed over and had made a dangerous hole.  The Clerk and AM would report this to Paul Walsh from Hampshire Highways. Action Clerk & AM

10.2. AM reported that he would meet with Paul Walsh from Hampshire Highways, on 17th October, to discuss the various flooding problems in and around the village.  He would also contact Norman Bragg from Norman Court Farm to discuss the ditches on Coopers Track. Action AM  

10.3. The Clerk said that she had written to Mr and Mrs MacKay to ask if they would trim back the laurel hedge along the footpath at the Rectory.

11.  AOB

11.1.   The Parochial Church Council would like to have a mobile phone mast installed in the church to provide income to repair the church wall.  They would like the Parish Council’s support.   NW commented that the mast would need planning permission.  LB and two members of the public commented that they would prefer if health safety issues were investigated before any decision was made; although if proven to be safe they agreed in principle.

11.2.   TM reported that Satellite Navigation Systems were routing large vehicles through inappropriately narrow lanes.  JG commented that Ordinance Survey are addressing this problem and it could be a year before surveying and reprogramming are in place.

 

 

There being no other business the Vice Chairman closed the meeting at 20:21h.
