Open Forum (1930h-1937h)

1. Minutes of Council Meeting held on 13 October 2003

It was proposed by DR and seconded by LB that these be signed by the Chairman as a true record of the meeting

2. Matters Arising

2.6.1 (f) LB said that there was nothing to report of relevance to the village newsletter. AM said he would draft a note for his local newsletter

6.1 (e) (of minutes of 8 September meeting) TM reported that the Local Channel was now operational. He had been a web editor under the original pilot scheme and a decision was now required on whether the council wanted its own website. It already has access to the village website run by Tim Koetser where the minutes of council meetings were available. In the interests of simplicity it was agreed that the council would continue to use this site which would be cross linked to the Local Channel site. This would require two editors, with TM agreeing to be one and Mr Koetser to be asked to be the other. The Local Channel would need authorisation by the chairman, together with his telephone number.

6.1 SD said he hoped to attend the Environmental Agency Community Catchment liaison meeting on 19 November.

5. Report from TVBC

5.1 NW reported that Testway Housing and the Shaftsbury Housing Association had recently met with representatives of the tenants at the MOD Dean Hill Munitions site. He expected that John Spence (CE of Testway) would bid to take over all the houses on the site, including those that were currently vacant and those located in Wiltshire.

5.2 It was expected that the Borough Local Plan to 2011 would be submitted to the ODPM within the next two weeks.

5.3 NW referred to proposed changes under the revised plan for the conservation area boundaries within West Tytherley. It was likely that the extent of the "important open areas" would be increased making it unlikely that building would be permitted in any of the these areas (including Coopers Drove) in future. However, the policy would not be totally inflexible - some very small-scale development to meet a demonstrable local might be permitted.

5.4 New housing in the Borough was planned to be focussed on Andover (4500 new homes) and Romsey (1200), with Brownfield development being given priority e.g. the Romsey brewery site.

5.5 There had been no recent developments regarding the Dean Hill site.

6. Correspondence

6.1 Clerk reported that all correspondence received to date had been or was being circulated to Councillors. He drew attention to the meeting of the Test Valley Association of Parish Councils in King's Somborne on 13 November. It was not clear whether the Parish Council would be represented.

7. Finance & Cheques

7.1 Clerk reported that the Annual Audit was complete and the External Auditor's report would be circulated to Councillors

8. Planning

8.1 Planning applications in the pipeline, and councillors' responses were reported by clerk as follows:

9. Recreation Ground

9.1 Clerk reported that he has obtained quotations for new bark chippings for the play area and it was agreed that he should consult Pat Cockman as to type and quantities required and to provide two or three quotations for councillors to decide at the December meeting Action Clerk.

9.2 Two trees (lime and wild cherry) were planted on the recreation ground some years ago in memory of Mrs McCready (former Parish Clerk) and Ted Whitlock. It was agreed that these needed commemorative plaques Action Clerk to find Suppliers and costs.

10. Highways & Footpaths

10.1 JE reported on footpaths she had recently walked. A stile on No.2 needed repair; No.3 is poorly signposted and the route shown on the parish paths map differs from that on the OS map.

10.2 Road names; signs had recently been erected by TVBC showing the road between West Tytherley ad West Dean as Dean Road. Residents of the group of houses located on what is known as The Common (Nos 5-9) had objected, in correspondence with the Chairman and TVBC, that this misrepresented their address, which was accepted as The Common, and not Dean Road, by the Post Office. It was agreed that the Name Dean Road should stand, but that the concerns of this group of residents might be met be placing an additional sign by their houses indicating The Common 5-9 with a suffix Dean Road. It was reiterated that road signs were being put up in Test Valley villages in response to concerns of Focus Groups that the emergency services and delivery drivers need assistance in finding addresses. Action Clerk to write to David Lindsell (TVBC) about an additional sign. 10.3 Highway maintenance and flooding – SD summarised problems still to be addressed by HCC Highways Department.

11. AOB

11.1 War Memorial: TM reviewed sources of funding to meet the costs of inscribing names on the Memorial and requested that the subject be included on the agenda for the next meeting. He recognised that the views of the villagers would need to be canvassed before any decisions were made by the council.

11.2 There being no other business the Chairman closed the meeting at 2055h.
