Minutes of Council Meeting held on
Monday, 12 November 2007, at 1930h in King Edward’s Hall
Present: Councillors: A. Bowditch (AB) (Chairman); T.Mousley (TM) (Vice Chairman); L.Bowditch (LB); J.Guy (JG); J.Bundy (JB); A.Mavrogordato (AM); E.Dowding (ED); L.Koetser (Clerk); Cllr N. Whiteley (NW) and nine members of the public.

6.1. NW
reported that he had contacted HCC, about the white lines on the roads, who
said they had passed the information on to the appropriate department. They also advised that the Clerk should write
to HCC highways department. Action Clerk
6.2. NW he
had contacted control services who said that HCC were no longer collecting
cardboard from the recycling centre in the village because of a specific
contract with the recycling paper mill.
However, HCC are still collecting cardboard from the household brown
bins.
6.3. TM
asked NW for the annual cost of literature sent to households by TVBC. NW said it was two percent of the annual
budget.

1) There is a large crack in the pavement by the war memorial.
2) The cobbles over Coopers Track.
JB suggested writing to Norman Bragg (Farm Manager to Norman Court Farm) and
asking if there could be any possibility of resurfacing this area in the
future.

8.3. AB suggested that the income from the football training be kept as a separate figure in the accounts and thought it would be a good idea to find out if it is taxable. Clerk to speak with accountant. Action Clerk

9.1. NW said
there were still no developments regarding the Stud Farm appeal. Action

9.2. JG
said he was attending the appeal for Park Cottage.
9.3. JG said, that with
the Parish Council’s approval, he would send off the Draft Policy on Affordable Housing from TV Planning Department with the
Councils agreed comments. He suggested
that, at next year’s AGM, the Parish Council ask a member of HARA or another
organisation to give a presentation about affordable housing.

10.1. TM
reported that he still required two quotes for work on the pavilion showers. Action

confirmed that MW had offered the football club £200 towards the refurbishment
of the pavilion.

reported that the fence along the rec had been broken
once more. AB said he would fix it

Highways & Footpaths
11.1. TM reported that
the displaced manhole cover along
11.2. AM reported that
he and the Clerk had met with Paul Walsh from Hampshire Highways, on 17th
October, to discuss the various flooding problems in and around the village. The
Clerk would write and thank him for his time. Action Clerk & AM
11.3. AM said that HCC
highways are always looking for land fill areas to dispose of drain clearance
material. If a landowner has any area to
fill would they please contact Paul Walsh of Hampshire Highways.
11.4. AM reported that
the water run off from Coopers Track was still causing concern. He had spoken with Norman Bragg from Norman
Court Farm who said that they may get metal tracks put in to stop gravel
running down. It may also, be agreed, in
the future, to tarmac the track and make a ditch but in the meantime they might
put in some grips.
11.5. JB reported that
the hedge along Old Nails Cottage in
back. Action AB
11.6. AM said that
someone had offered to line the bridal path in Chalk Pit Lane with a surfacing
material of chopped up tires. The Parish
Council agreed that should this prove to make problems for the plants and
horses that it would be very difficult and costly to dig up again; therefore
they concluded that this should not go ahead.
11.7. LD asked if there
could be an official traffic speed check carried out in the village. JG confirmed that this was carried out last
year.

12.1. AB reported that David Lyon the Footpath Warden had retired and asked if anyone wanted or knew of someone who could fill the vacancy.
There being no other business the Chairman closed the meeting at 21:01h.
