1. Minutes of Council Meeting held on 12 January
It was proposed by JG and seconded by LB that they be signed by the Chairman as a true record of the Meeting
2. Matters Arising
12.1 AB reported that Paul Cave (Hampshire Magazine) had quoted a price of £35 to reproduce an enlarged version of the map of the village; lamination would be extra. The road names needed amending in some cases. It was agreed to accept Mr Cave's offer Action Clerk. It was noted that the magazine proposed a similar article on West Dean, to include a map of that village.

5. Report from TVBC
5.1 Old Nails -NW said that the Consultant's report (Goodridge – Civil Engineers Winchester) was still awaited by TVBC.
5.2 Woodside Farm (West Dean) NW would urge planning officers to resist widening of the access track over its full length.
5.3 Dean Hill houses – Testway Housing was not interested in these at the price Woolley & Wallis were marketing them
6. Correspondence – Clerk reported that all correspondence had been circulated and nothing required consideration by the Council
7. Finance & Cheques
7.1 It was proposed by TM and seconded by AM that the following cheques be signed:

8. Planning
8.1 Clerk reported on the following applications
Woodside Farm (West Dean) (Mr Halfpenny); Mr Halfpenny was applying retrospectively as follows:
TVS.09800/3/SG Change of use of buildings to mixed agriculture/forestry/ equestrian and alterations to access
West Dean PC had been made aware of these applications which would be considered by the Southern Area Planning Committee on 10/17 February. Planning Officers had recommended permission.
TVS.02410/1 Newlands, Rectory Hill West Dean – permission
8.2 Old Nails – information on flooding obtained from former residents would be circulated by JG
8.3 Dean Hill Site – JG gave a short summary of the stakeholder meeting held in Romsey on 27 January; a full report would be prepared by DL
8.4 Test Valley Borough Local Plan Review – Revised Deposit Draft 2004. JG reported that the deadline for comments was 12 March. He would put his suggestions for comment to the next Council meeting Action JG
9. Parish Plan – JG reported that an application for a grant was in hand; he had budgeted for £2000, for which a 70 per cent grant should be available. The proposed plan would cover West Tytherley village and Frenchmoor but not the West Tytherley part of West Dean village – this would be done when West Dean PC did their plan in 2005-06.
10. Recreation Ground – Clerk reported that he had obtained three quotations for memorial plaques for the trees commemorating Mr Whitlock and Mrs McCready which he would circulate for Councillors to choose Action Clerk
11. Highways & Footpaths
11.1 Clerk reported that additional boxes of salt/grit had been installed by Poplar Farm on Dean Road
11.2 Action Clerk to request HCC Highways to erect two deer signs on Dean Road at sites indicated by LB
