Minutes of Council Meeting held on Monday, 14 February 2005, at 1930h in King Edward’s Hall

Council Meeting held on 10 January 2005
It was proposed by LB and seconded by JG that these be signed by the Chairman as a true record of the Meeting.

3. JG drew attention to papers he had downloaded from the Hampshire Police Authority websites and had circulated to councillors. Action Clerk to include in the Agenda for the March meeting
12.1 AB reported that he had unblocked the gulley
13.1 (for 12.1 AOB – note para. no. typo. in Minutes) Action AB to write to Mr Van der Hoven before the March meeting of the TVAPTC regarding the inadequacy of the Minutes of the November meeting reported by SD. NW reported that V.d.H was away.
7. Planning (Part, brought forward).
7.1 Phil Turner (Planning Aid South ) gave a power-point presentation on the new Development Plan system, the South-East Plan, and Local Development Frameworks. He agreed to send the Council hard copy of his slides.

4.1 Councillor Whiteley referred to proposals for the council tax which would go to the Council within the next two weeks. The Executive had recommended an increase of 4.86 per cent (the equivalent of an increase of 9p per week at Band D) to raise £10.3 million.

asked NW to look into the reasoning behind proposals in the draft Local Plan to
extend the North Lane brown line to Old
Nails.

5.1 Responses to recent letters sent by the Clerk included

6.1 It was proposed by DR and seconded by JG that the following cheques be signed

6.2 It was proposed by AB and seconded by JG that L.Marsden be added to the list of signatories for the parish accounts at Lloyds, Romsey Action LM to take forms to bank with proof of identity.
7. Planning (remainder)

7.2 JG referred to the meeting on 24 January of the Planning Service User Group which he had attended and where the Planning Department’s Deputy Head had explained the case for increased delegation of planning decisions to officials

Parish Plan

reiterated his request for photographs and said that grants of up to £750 may
be available from HCC. Action AB to
include a request for volunteers to help prepare the plan in the next edition
of What’s happening in West Tytherley
9.
Recreation
Ground
9.1 LM and LB agreed to take over from TM his duties including regularly inspecting the play equipment and maintaining the play area
9.2 It was agreed to defer decisions on resurfacing the play area until the 2006-07 financial year, and in the meantime to purchase another load of hardwood chippings

9.2 JG reported that work was still in progress in restoring the rec. seat.

10.1 Footpaths – nil
10.2 TM had reported that a new telegraph pole at Coles Pond farm was obscuring the West Tytherley village sign Action Clerk
