Minutes of Council Meeting held on Monday, 12 March 2007, at 1930h in King Edward’s Hall

 

 

 

Present: A.Bowditch (AB) (Chairman); L.Bowditch (LB); T.Mousley (TM) (Vice Chairman); J.Guy (JG); J.Bundy (JB); S.Dowding (SD); L.Koetser (Clerk).  Plus Councillor N.Whiteley; Maggie Gwynne from Hampshire & Isle of Wight Air Ambulance and seven members of the public.

 

Apologies for Absence: D.Rimmington (DR)

 

Declarations of Interest:

TM explained that he is a member of West Tytherley Football Club.

 

 

OPEN FORUM

 

Maggie Gwynne from Hampshire & Isle of Wight Air Ambulance gave a talk explaining the charity’s work and achievements.  The content was well received and it was proposed by TM and seconded by JG that the Parish Council would donate £200 to the charity.  JG presented a cheque to Maggie.

It was proposed by LB and seconded by JB that these be signed by the Chairman as a true record of the Meeting.

5.      Report from TVBC

 

5.1.   Cllr NW reported that he was pressing HCC for more funding towards concessional travel in the area.

5.2.   Cllr NW stressed the importance of expressing ‘Declarations of Interest’ at Parish Council meetings.

7.      Finance & Cheques

 

7.1.   It was proposed by JG and seconded by DR that the following cheques be signed:

8.      Planning

8.1.   JG reported that he had received comments from Jane Gimpel about the ‘Brown Line’ and would circulate his findings to the Parish Council for comment at the next meeting.

 

9.      Recreation Ground

9.1.   The Chairman reported that work to the recreation ground fence has been completed making the boundary tidy, secure and safe.

10.   Highways & Footpaths

10.1. AB reported that the hedge had been cut on the track along Chalk Pit Lane.

10.2. AB asked the Clerk to keep up to date with the progress of the ground works at the school with regards to the flooding problem.  Action Clerk

10.3. The clerk reported that David Lyon, the footpath warden had inspected the footpath by the school dining hall and confirmed that there was an occasional, temporary overflowing of a pond after heavy rainfall but nothing that needed attention.

10.4. The Footpath Warden issued the following report:  A step on the stile on footpath no.3 is broken and is in need of repair.  The Clerk will write to Mr Coggan to request that the stile be repaired.  Action Clerk

10.5. JG reported that the manhole cover in Red Lane had been replaced.

10.6. JG reported that there are an increasing number of pot holes in the road outside East Bros. Sawmills, West Dean. A Highways engineer confirmed that they are caused by large lorries turning into the timber yard.   The Clerk was asked to investigate the situation.  Action Clerk

10.7. JG reported that Mr King from ‘Tuderly’ wanted to tidy up the grass verge on the road outside his house.  The Clerk was asked to contact the Highways department to find out who owns the land.  Action Clerk

11.  Air Ambulance

 

The Clerk would ask the Village Hall Committee if they would agree to place an Air Ambulance Charity Clothing and Textile Bank outside the hall with the other recycling bins. Action Clerk

 

12.  Elections


The Clerk reported receipt of the Parish Council Election Nomination Forms and that they are available from her upon request.  Posters had also been received and would be placed on the Parish notice boards.  Action Clerk

 

13.  AOB

 

JB reported that the security alarm at Frenchmoor House has been going off repeatedly.  The Chairman advised that if it happens again JB call the TVBC Neighbourhood Wardens number 101 to report the issue.  Action Clerk.

 

There being no other business the Chairman closed the meeting at 20:35h.
