Monday, 10th
March 2008, at 1930h in King Edward’s Hall
Present: Councillors: A. Bowditch (AB) (Chairman); T.Mousley (TM) (Vice Chairman); L.Bowditch (LB); J.Bundy (JB); A.Mavrogordato (AM); E.Dowding (ED); L.Koetser (Clerk); Neville Whiteley (NW); and three members of the public.

Minutes of
Council Meeting held on 14th January 2008
It was proposed by AM and seconded by LD that these be signed by the Chairman as a true record of the meeting.
2. Matters Arising
2.1. The Chairman asked if the Clerk would find out about HALC courses for Councillors. Action Clerk
2.2. AB
said he noticed an article in the Times recently about Essex County Council looking
at ways to support rural post offices after the recent closures. He asked NW would contact Michael Woodall
from HCC and find out if HCC are taking similar steps for Hampshire’s rural
communities.

Police
Report
AM asked if the Parish Council
could be sent a monthly police report. AB asked the Clerk to write to the
Police Department to ask for this. Action Clerk

5. Report from TVBC
5.1. NW
said that the Farepass Travel Scheme was under review
and he will schedule a meeting with Mrs Jo Guy to discuss a course of
action. Action NW
5.2. AB thanked
NW for acquiring £2000 to finance the building of the pavement outside the
village hall.
5.3. AB informed NW that HCC wanted to move the village recycling bins to a new location because of access problems with the new contractors. AB said that there were no other areas that could be considered. NW said he would speak with HCC and investigate the issue. Action NW

7.2. The Clerk confirmed that she had completed an on line application for internet banking for the Parish Council bank accounts but was unable to take any further action because Lloyds Bank have not amended that new signatories on the account. JB, AM and LD have not been added to the account signatories and the individual forms, that they handed in to the bank personally, have been lost. The Clerk has ordered four new sets of forms that will have to be completed again. Action Clerk
8. Planning

8.1. AB
reported that the deadline for comments on the Core Strategy Preferred Options consultation
was 14th March. Action Parish Council

Recreation
Ground
9.1. AB reported
that Wayne Smith, from Eastleigh Football Training, knows of grants for
community sports which may be available to
9.2. AB said that he had spoken to Louise Falchini from the Village Fete Committee who confirmed that she has written last year to book the recreation ground for that day. AB suggested that Wayne Smith from Eastleigh Football Training, be advised of this so that football training and the fete do not coincide. Action Clerk
10. Highways & Footpaths
10.1.
AB reported that the bridle path at the bottom of Chalk
Pit Lane was over grown.
10.2.
AB said he had received complaints that a caravan had
been dumped outside Church Farm. This
had been reported to HCC.
10.3.
AM had spotted a blocked culvert along
10.4.
AM reported that the grips along
10.5.
Mike Fry and AM cleared leaves out of the culvert along
Coopers Drove. AM said he would write to
Home Farm and ask them if there is anything they can do to stop rain water
washing gravel from Coopers Drove on to the village road.
10.6.
AB said that the hedge along the village road
approaching the school had been cut and the PC should thank those
responsible. Action Clerk
10.7.
AM also reported that he had noticed lots of litter
along
10.8.
AM said that he objected to HCC putting the new village
pavement in without first consulting the Parish Council. Clerk to write to HCC asking to be notified
of any further undertakings in future. Action Clerk
10.9.
LD pointed out that the parking on the grass verge was
still causing a problem with the sight line at the village junction and could
we investigate the possibility of putting in a lay-by there instead. Action

AB suggested asking highways to cut back the hedge along that stretch of road
to allow greater visibility to oncoming traffic. Action PC & Clerk
11. AOB
AM said he was concerned that the
Tesco’s distribution centre that was being developed
outside
