1. Minutes of Council Meeting held on 8 March 2004

The Minutes were amended as follows

11.1 change to ….on a permissive path joining No.12 by HCC….
12.2 change BR to DR

It was then proposed by JG and seconded by LB that they be signed by the Chairman as a true record of the Meeting

2. Matters Arising

10.2 TM reported on the recent RoSPA seminar on playground management that he had attended and which he had found useful. He took the view that it was now necessary to review the inspection procedure and to develop a formal operational policy for the recreation ground, to include the play area and the wooded area on the eastern side. A written record of weekly inspections would be necessary which would have to be retained for twenty-one years. Action TM to draft policy document

It was agreed that more chippings were needed for the play area Action TM to ascertain whether a grant might be available

Action Clerk to order paint for the climbing frame, to obtain quotations for signs for the recreation ground indicating it is the property of the Parish Council, and to purchase two RoSPA publications on playground safety at a total cost of £26.00.

3. Police Report

3.1 P.C. Chris Day presented a summary of crime figures for the period April 2003 to March 2004 for the Romsey Section (2021), his Rural Beat (464) and West Tytherley Village. In the latter there were 26 recorded crimes (violent crime 1; vehicle crime 5; burglary dwelling 2; burglary non-dwelling 12; theft 1; damage 5). He noted that the village shop had suffered break-ins or attempted break-ins on 3 occasions – the other non-dwelling burglaries were sheds and garages).

3.2 PC Day reported that because of injury he was confined to the office. The Police House had now closed and calls to him were being diverted to Romsey police station.
Clerk reported that he had spoken to Inspector Funnel who had given assurances that he saw attendance of the beat officer at parish council and neighbourhood watch meetings an important part of the job. In view of the fact that the local beat was covered by more than one officer he requested that in future notices of council meetings and minutes should be sent to Sgt. Philip Anstee at Romsey police station.

6. Correspondence

Clerk reported that items requiring a response would be dealt with under the appropriate agenda items; other correspondence had already been circulated to councillors for information.

7. Finance & Cheques

7.1 It was proposed by SD and seconded by LB that the following cheques be signed

A.Bowditch (reimbursement –cost of rolling rec.) CQ.No. 000311 – £10.00
D.Lyon (Clerk) wages & expenses CQ.No. 000312 – £232.65

7.2 Mr Martin Urry (Landlord of the Black Horse) had offered to pay the costs involved with printing and displaying the village map, which would be located at the entrance to the pub car park. This offered was accepted with thanks. Action NW to check whether this would require planning permission

7.3 Councillors' allowances for travel and subsistence; It was proposed by JG and seconded by DR that the Parish Council would follow the practice and rates set by TVBC.

7.4 Clerk reported that the Chairman had received a letter from Louise Falcini (Secretary WT 150) requesting a grant from the West Tytherley 2000 (Millennium Fund) to fund projects in connection with the forthcoming celebrations of the Primary School's 150th Anniversary. The fund currently stands at £578.18 Action TM to discuss with Dr David Parrott.

8. Planning

8.1 Meetings: TVBC had given notice of a Planning Service User Group meeting on 26 April; the Council would not be represented. The next meeting at TVBC on the Dean Hill site was scheduled for 27 April. AM agreed to represent the Council

8.2 New Planning Application – TVS.07471/2 construction of stable wing to barn north of Stony Batter, circulated for Councillor's comments

8.3 Frenchmoor House – it was noted that the old house had now been demolished. JG had not had a response to his reports to the authorities regarding obstruction of a footpath and possible illegal felling of trees on the site. There were concerns as to whether the new house conformed to planning permission, notably with regard to the overall height of the building. NW said that TVBC have problems in recruiting and retaining Enforcement Officers.

9. Parish Plan

JG reported that it had been necessary to postpone the focus group meeting until late April. His request for a grant had been acknowledged, but not yet responded to.

10. Recreation Ground

It was agreed that WT 150 could plan to use the recreation ground between 24-26 June 2005, on the assumption that appropriate insurance cover would be obtained. Action Clerk to inform Mrs Falcini

11. Highways & Footpaths

11.1 Temporary Trial Road Build-out; Clerk reported that HCC Highways had produced an estimate of £4000 for the cost of making this build-out permanent, of which the Council's share, under the Parish Partnership Scheme, would be £2000. It was agreed that this estimate should be accepted. Action Clerk to inform HCC

11.2 Clerk reported that Mr Pellatt of HCC Highways (Andover) had contacted him about complaints of flooding in Frenchmoor Lane. Local landowners (mainly Mr Redshaw and Bloor Homes) had agreed to carry the necessary ditching work, but before this was done it would be necessary to inform local residents in case there were objections. DR had agreed to do this and reported that with one exception (Mr Bannister, Drove Farmhouse) there were no objections. It was agreed that ditching work should start at the southern boundary of the Drove Farmhouse property. Action Clerk to write to Steve Pellatt

11.3 AB reported complaints that building work at a property at the village end of Red Lane was leading to damage to the verge by parked vehicles. He agreed to speak to the owner (Mr Wilk) on behalf of the Council

12. AOB

12.1 AB reported complaints at the amount of litter in the village; he urged councillors to accept responsibility for collecting litter in their areas.

12.2 It was agreed that, on 10 May, in addition to the normal monthly meeting of the Council, the Annual Parish Meeting and the AGM of the Council would be held. The proceedings would start at 1900h with the AGM.

12.3 There being no other business the Chairman closed the meeting at 2050h
