Minutes of Council Meeting held on Monday, 9 May 2005, at 2110h in King Edward’s Hall

 

Present: A.Bowditch (AB) (Chairman); T.Mousley (TM) (Vice-Chairman); L.Bowditch (LB); S.Dowding (SD); J.Guy (JG); D.Rimmington (DR); D.Lyon (Clerk); plus approximately six members of the public.

OPEN FORUM

 

1.      Minutes of Council Meeting held on 11 April 2005 

 

It was proposed by SD and seconded by LB that these be signed by the Chairman as a true record of the meeting.

6.      Correspondence

 

Test Valley Award for service to the community – TM proposed the name of a local resident which was unanimously agreed; it was also agreed that the name should not be minuted.  Action TM to forward name to TVBC

 

7.      Finance & Cheques

 

It was proposed by JG and seconded by DR that the following cheques be signed

8.      Planning

9.      Parish Plan

 

JG reported that he had received a grant of £600 from HCC towards the cost of preparing a plan. He proposed opening a separate bank account for this. This was agreed. Jane Larner had agreed to join the team to work on the plan. Photographs were still needed.

 

10.  Recreation Ground

 

LB reported that the wood chippings had been delivered to the play area; thanks were due to Mr Bott for moving them from his yard to the rec. Thanks were also due to Jamie Bowditch.

 

11.  Highways & Footpaths

 

11.1 It was noted that HCC Highways were restoring the edge of the tarmac in North Lane following complaints about its condition by the PC and members of the public.

 

11.2  There had been no response from the owners of Frenchmoor House to the   request by the PC for removal of barbs on wire next to the stile on Footpath No. 12.

 

12.  AOB

 

12.1 TM reported that he had attended the Primary School 150th Anniversary Committee which wanted to use the sports pavilion on 25 June. This was agreed.

 

12.2  TM had also attended the School Finance & Safety Committee which had discussed the plans for the proposed new building. He would circulate the minutes of both committees Action TM

 

12.3  JG drew attention to the abandoned mobile home which was obstructing Frenchmoor Lane. It was understood that TVBC were dealing with the problem.

 

12.4  Test Valley Association of Parish Councils. The next meeting was scheduled for 12 May and SD was due to introduce the subject of the Constitution under Agenda item 3.1. JG introduced a note on this which he had circulated earlier to Councillors in which he outlined what he considered should be the PC’s position on this issue. His note met with approval and it was agreed he should e-mail it to David Bidwell, Chairman of the Association.

 

12.5  There being no other business the Chairman closed the meeting at 2210h with an expression of thanks for the support he had received over the past year from the Council.
