Minutes of Council Meeting held on Monday, 8 May 2006, at 2115h in King Edward’s Hall

Minutes of
Council Meeting held on 10 April 2006
It was proposed by LB and seconded by SD that these be signed by the Chairman as a true record of the Meeting.

4. Report from HCC None (Councillor Michael Woodhall gave his report at the Annual Parish Meeting held earlier in the evening – see separate minutes).
5. Report from TVBC None (Councillor Neville Whiteley gave his report at the Annual Parish Meeting held earlier in the evening – see separate minutes).
6. Correspondence
6.1 The Chairman had received a letter of resignation as a Councillor from Liz Marsden. Action Clerk to send her a letter of thanks for her work on the Council.
6.2 An invitation had been received from Test Valley Transport Forum inviting the Council to be represented at a meeting on 16 May. It was agreed that no one would be available to attend.
7. Finance and Cheques
7.1 It was proposed by LB and seconded by TM that the following cheques be signed:

7.2 Use of Recreation Ground for football training: it was agreed that Wayne Smith should be charged £10 per session for 6 sessions Action Clerk to invoice Mr Smith
7.3 New basketball facility: It was proposed by AB and seconded by DR that this should be financed from the Council’s own resources if grants could not be obtained.

11. Highways &
Footpaths
11.1 Members of the public had expressed concern over the pollarded horse chestnut tree by the village shop which was thought to be in a dangerous state. Clerk reported that HCC Highways had informed him that the tree was on land owned by Testway Housing and was therefore not a Highways responsibility.
11.2 Pavement subsidence by the War Memorial bus stop; Highways appeared to be dealing with this.
12. AOB
12.1 Test Valley Association of Parish Councils: SD gave a report on the recent meeting which he had attended on behalf of the Council. Hampshire Police Authority was about to introduce Community Support Officers in support of the regular police.Their powers would be limited and they would have to be paid for by parishes or groups of parishes, and would cost about £6000 per annum. While some parishes thought they would be beneficial others questioned why, when taxpayers were already paying the police force to provide security, they should now have to pay again.
12.2 Community Speed Watch: this was being introduced on a trial basis in Hambledon, Lyndhurst and Stockbridge. It would be manned by volunteers and was seen as less aggressive than a radar gun. Offenders would receive a letter from the police indicating they had transgressed. The scheme had no legal basis and was seen purely as a deterrant.
12.3 The Chairman raised the question whether the Council
had Standing Orders.

12.4 The being no other business the Chairman closed the meeting at 2200h.
