Minutes of Council Meeting held on

Monday, 11 June 2007, at 1930h in King Edward’s Hall

 

Present: Councillors: A. Bowditch (AB) (Chairman); T.Mousley (TM) (Vice Chairman); J.Guy (JG); L.Bowditch (LB); J.Bundy (JB); A.Mavrogordato (AM); E.Dowding; L.Koetser (Clerk); Police Constable Ken Paviour; and three members of the public.

1.      Minutes of Council Meeting held on 14th May 2007

 

It was proposed by TM and seconded by JG that these be signed by the Chairman as a true record of the meeting.

3.      Police Report

PC Ken Paviour from Romsey Police reported on the recent vandalism in the village and the school.  He said the police had a lot of information leading to possible suspects and that once caught they would face serious charges.

He also warned councillors about a scam that is currently going on in the area; thieves posing as water board workers are using fluster tactics to alarm householders into vacating their homes immediately while they pretend to turn off the water but actually burgle their homes. They specifically target the elderly. The police advise people not to let these bogus workers into your home and to phone the police if they are insisting on entry.  AB said he would put a notice in the newsletter. Action AB

The Parish Councillors were given invitations to the blessing of the new school by Christine Kirby, the Headmistress.

 

The parish council received a letter from Mrs Jo Guy of the Village Care Group asking for a donation towards next year’s summer lunches.  Councillors agreed a figure of £150 (proposed by TM and seconded by AM) and to resubmit their request in December so that the council can make a precept for that amount in next year’s budget. The clerk would write to Mrs Jo Guy to request this.  Action Clerk

A list of duties was handed out to councillors by AB and agreed by council members as follows:

L Bowditch           Liaise with school and village hall

J Bundy                 Liaise with W.Dean PC and Dean Hill Park

A Mavrogordato   Flooding and representative at HAPTC meetings.

L Dowding           Litter problems and road signs

 

AB asked if councillors would let either AB or Clerk know if they were going to be away for any period of time to help forward planning applications on time. Action Parish Councillors

7.3.   The Clerk reported that she had requested new bank signatory forms for AM and ED from Lloyds Bank.

 

8.      Planning

The planning application for Norman Court Stud was discussed and plans will be passed to councillors for comment in the usual way.

 

9.      Recreation Ground

 

9.1.   The Clerk reported that she was still waiting to receive a new set of dates from Saints Football Training; she would request this again.  Action Clerk

 

9.2.   Following the recent vandalism in the village the council agreed that in future anyone wishing to camp on the recreation ground should ask permission from the Parish Council.

 

9.3.   TM reported that the RoSPA inspection has been carried out with just a few minor adjustments to be carried out. Action TM

10.   Highways & Footpaths

10.1. AB asked if AM and the Clerk would work together to correct the flooding problem outside the village hall. Action Clerk and AM

10.2. AB asked if the damage to the grass verge, next to Coopers Track, made by the builders could be tidied up.  Action Clerk

10.3. JG reported that although the holes in Chapel Hill had been filled there was still one large pot hole causing problems for drivers.  JB reported that the white posts on the bridge on Dean Road had still not been repaired.  The clerk will report this to Hampshire Highways again.  Action Clerk

10.4. AB reported that the finger post on footpath number five on Norman Court Road is broken, the clerk would write to Hampshire Highways to ask for it to be repaired.  Action Clerk 

 

10.5. D. Lyon, the Footpath Warden reported some overgrowth on footpath number 11 at the western end and a broken stile and more overgrowth at the Dean Road junction needed attention.   The clerk would write to the land owner and request that this be repaired.  Action Clerk
