Minutes of Council Meeting held on

Monday, 10 September 2007, at 1930h in King Edward’s Hall

 

Present: Councillors: A. Bowditch (AB) (Chairman); T.Mousley (TM) (Vice Chairman); J.Guy (JG); J.Bundy (JB); A.Mavrogordato (AM); E.Dowding (ED); L.Koetser (Clerk);
Cllr N. Whiteley (NW) and six members of the public.

OPEN FORUM

 

 

1.      Minutes of Council Meeting held on 9th July 2007

 

It was proposed by AM and seconded by ED that these be signed by the Chairman as a true record of the meeting.

 

2.      Matters Arising

2.1.   AB Reported that Martin and Gale Urry, from the Black Horse Public House, are keeping a key for the football pavilion.

3.      Code of Conduct

The new Code of Conduct was discussed. AB proposed and JG seconded that the Parish Council adopt the Code of Conduct with the optional paragraph 12.2; a vote was held and all were in favour.

 

4.      Police Report Nil

 

5.      Report from HCC Nil

 

6.      Report from TVBC

 

6.1.   AB asked NW how the Parish Council could make a claim from the £10,000 pool from HCC.  NW replied that the giving of any money from this amount was purely discretionary and could be followed up with TVBC.  AB pointed out that some of this money could be used to repair the church yard wall.

6.2.   NW reported that at the last HCC curb side glass collection was discussed at length but was non-progressive. There was also talk of placing information chips on refuse bins and charging, by weight, for collection.

6.3.   TM asked NW about the brown line report.  TM asked when the government would respond to the parish council’s planning report. JG answered that it would be at the end of 2009 when they produce their early consultation paper.


6.4.   NW said that he would find out when HCC would be conducting the next housing needs survey.

9.      Planning

9.1.   NW reported that the both Stud Farm applications were going to appeal.

9.2.   NW reported that the planning application for West Tytherley Methodist Church was refused on the grounds that it would be preferable to attempt a commercial entity at this site.

10.  Recreation Ground

10.1.      AB reported that the rec could not be mowed in the previous week (due to a break down of machinery) which resulted in the football team being reported to the football league. AB asked Trevor Holmes to mow the rec whilst Mike Eastwood repaired his mower.  Action AB

10.2.      TM reported that further work was required to repair the showers in the football pavilion.  Matthew Rowe will provide a quote and TM would contact Andy Page for a second quote.  Action TM

11.   Highways & Footpaths

11.1. AM reported that he had met with Paul Walsh from Hampshire Highways to discuss the various flooding problems in the village.  He would also meet with Norman Bragg from Norman Court Farm to discuss the ditches on Coopers Track. Action AM  

11.2. AB said he had reported overgrown footpath (no.3) leading to Strides Farm on HCC highways web site.

11.3. AB reported that the laurel hedge along the footpath at the Rectory was growing over the path now.  The clerk said she would write to the MacKays to ask them to trim these back. Action Clerk

11.4. The following problems were reported on the roads in the Parish:
- Broken finger post at Stud Farm cross road.
- A large pot hole on Yew Tree Lane where it meets Stoney Batter Road.
The Clerk would contact Hampshire Highways about these.  Action Clerk

 

11.5. JG said that the repairs carried out by HCC to our roads were very poor.  The Council agreed and AB suggested that all the council report any problems and comments about the quality of repairs on the Hampshire Highways web site. Action Parish Council

12.  AOB

12.1.   ED reported that people parking near the school were causing safety issues for traffic in the village.  The Clerk said she would speak with Mrs Kirby the school Head about this.  Action Clerk

12.2.   JG and JB reported that the Dean Hill working group was working well with the West Dean group.  JG asked if he would place a poster for a Food and Craft Day at Dean Hill taking place on 15th September.  The clerk said she would put this on the notice board.  Action Clerk

12.3.   AB said he had been Parish Council Chairman for five years and invited members of the Parish Council to think about taking on this role next year. 

12.4.   There being no other business the Chairman closed the meeting at 20:45h.
